In cases where the ShaPoLi/EPL system is applied and no changes are made to NOX critical settings and/or components outside what is allowed by the engine technical file as defined in the 2008 NOX Technical Code (NTC 2008), new NOX certification is not needed. Only in cases where the ShaPoLi/EPL system is applied (or other modifications are implied) and the NOX critical settings and/or components are altered beyond what is allowed by the engine technical file as defined in NTC 2008, the NOX rating of the engine needs to be re-certified. In such a case, for an EEDI-certified ship where the SHaPoLi/EPL system is applied at a power below the minimum power requirement of EEDI, the certified engine power (MCR for NOx) should be at the minimum required EEDI power.

What are considered the most common improvement methods in order to achieve energy efficiency optimization with respect to EEXI?

The most common method is assumed to be Engine Power Limitation (EPL) by re-setting the fuel index by limiting the fuel rack using either mechanical stop or setting the control system in combination with an approved override functionality as defined in the IMO guidelines (EPL). Permanent modifications of engines, for example by permanent cut-out of one turbo charger, is another alternative; switchable blinds are not considered to be accepted as a permanent means in this context. Another method could be to install energy saving devices like rotating sails, bulbous bow or propeller fins. Please get in touch with DNV Maritime Advisory services for a ship-specific evaluation.

Can engines that have already been de-rated be limited to an even lower level to meet EEXI requirements?

How will a power limitation impact notations such as ice-class and dynamic positioning?

For permanent power limitations notations it must be evaluated if the notation complies with the new power settings. If EPL with approved override functionality is applied, notations are not affected.

Do I have to activate the EPL before the first periodical survey in 2023 if it is already installed in 2022?

Do the manouvering charts/posters need to be updated when power limitations are applied?

Yes, the manouvering charts/posters need to be updated to reflect the manouvering capabilities of the vessel with the power limitations installed. Vessels with overridable power limitation therefore need to be provided with two sets of manouvering charts/-posters in the wheelhouse: one covering the vessel capabilities in un-limiting mode and one covering the vessel capabilities in limiting mode.

Which power limitation methods are considered permanent and non-permanent/overridable in the context of EEXI?

Power limitations done by limiting the engine fuel index and limiting shaft power by the installation of a shaft torque meter in combination with an approved override functionality are considered non-permanent within the context of the EEXI, meaning P_ME=83% MCR_Lim. In order to consider a power limitation as permanent within the context of the EEXI, the power limitation needs to involve design modifications such as engine modifications or propeller retrofits. This will give P_ME=75% MCR_Derated. Engine power limitations by fuel index limitation only, without an approved override functionality, are also considered permanent and must be tamper-free.

Should an EPL/ShaPoLi system be controlled from the ship's bridge and not require attendance in the machinery space by the ship's personnel in any case?

There is no mandatory requirement to retrofit a new control system from the bridge. If applicable, this needs to be covered in the OMM.

For many older vessels speed-power curves are not available. Is it possible to generate a CFD calculation for the ship instead of tank test?

Indeed, for determining the reference speed in the EEXI calculation, the IMO has agreed that numerical calculations can be applied to replace model tests. It is also possible to use original model tests or sea trials and to evaluate improvements by propeller retrofit or ESD installation by CFD calculation.

The numerical calculations are to be performed according to quality and the technical standards ITTC 7.5-03-01-04 (as stated in the industry guideline for EEDI calculation and verification) and must be well documented in a submitted report.

The principles to be considered are:

  • Standardized and evaluated solution algorithm
  • Turbulence modelling, meaning consideration of the ship in self propulsion condition with free sinkage and trim
  • Consistent mesh generation with standardized resolution in relevant areas (propeller/hull/wake)

My EEDI is below the required EEXI. What do I need to do?

You can use your approved EEDI technical file as the EEXI technical file. No further action is required. The new IEEC will be issued on the first periodical IAPP survey in 2023. You may already now wish to order a statement of compliance through the vessel link under "MARPOL Energy Efficiency Existing Ship Index (EEXI)" in the Compliance Planner on Veracity.

Can DNV support me with a document stating my compliance before 2023?

Yes, you can order statements of compliance with EEXI requirements from the Compliance Planner on Veracity. The following scenarios may apply and would be indicated in the Compliance Planner, accordingly:

1. If your vessel is exempted to comply with EEXI requirements, you can order a “Statement of Compliance (EEXI): Attained EEXI not applicable”.

2. If your EEDI value already complies with the EEXI requirements, you can order a “Statement of Compliance (EEXI): EEDI(A) used as EEXI(A)”.

3. If you are required to calculate a new EEXI value, you will need to submit an EEXI technical file for approval before a statement can be issued. You can use our digital EEXI-tool to generate the EEXI technical file and to submit the same for approval, as well as to order a “Statement of Approval EEXI technical file”. Following an onboard verification survey, you may already order a “Statement of Compliance (EEXI): Energy Efficiency Existing Ship Index” even before 2023.

Independent of the above statement, the new IEEC will be issued on the first periodical IAPP survey in 2023.

I am trying to amend the previous EEXI calculation on Veracity, which was done some time ago. Why do I not have access to this calculation?
