EU MRV in a nutshell

The Monitoring, Reporting and Verification (MRV) for the EU is mandatory and was in 2017 the first step in a larger process to collect and analyse shipping emissions data. The EU MRV is applicable for ships above 5,000 GT on EU related voyages.

Monitoring plan

In accordance with the EU MRV regulation, a vessel’s monitoring plan must be verified by an independent and accredited verifier. The company shall submit the respective monitoring plan to the verifier without undue delay and no later than two months after the respective vessel called at an EU port for the first time. The content of the monitoring plan is predefined by the EU MRV regulation.

The monitoring plan shall describe the respective vessel and its installed combustion machinery, kinds of fuels used, monitoring methods applied and other relevant information.

Reporting

To ensure compliance with the EU requirements, DNV has established forms for digital reporting of bunkering and voyage data. Verification of data

Upon submission of the aggregated emissions report, our experts verify your emissions report with your voyage log abstract data, bunkering data and external data. The verified emissions report for a year must be submitted by the shipping company to the European Commission by 30 April the following year. By 30 June the document of compliance on the emissions report must be downloaded by the shipping company from EU's Thetis-MRV and carried on board.

UK MRV

The UK MRV has emerged from the wake of Brexit and is applicable since the start of 2022. The UK MRV regulation is referred to as the Merchant Shipping (Monitoring, Reporting and Verification of Carbon Dioxide Emissions) (Amendment) (EU Exit) Regulations 2018 (view UK legislation page ). The UK MRV is analogous to the EU MRV with some differences, mainly related to the scope of travel and other specifics. For vessels calling UK ports a monitoring plan must be verified according to the UK MRV regulation. The first UK MRV emissions report is to be submitted to the verifier for reporting period 2022.

DNV Group company DNV GL SE is the accredited body for EU MRV verification services as per EU Reg. 2015/757. Consequently, the EU MRV verifications and the issuance of EU MRV compliance documents are provided to you by DNV GL SE as accredited body.

For UK MRV, DNV GL SE as accredited verifier for EU MRV has been recognized as verifier under the UK MRV regime until the end of 2023. Due to the UK Accreditation Service's backlog in accrediting independent verifiers for the verification of emissions reports, DNV's official accreditation for UK MRV is expected in time for late 2023.
