The use of biofuels or biofuel blends is one of many ways to comply with the IMO’s strategy on the reduction of GHG emissions from ships, and DNV has seen an increasing interest in these new fuels. This technical news aims to clarify the regulatory status and other considerations on the usage of such fuels.
The EU’s legislative bodies have reached an agreement on including shipping in its Emission Trading System (EU ETS). Subject to final adoption, ships above 5000 GT transporting cargo or passengers for commercial purposes in the EU will be required to acquire and surrender emission allowances for their CO2 emissions from 2024. Offshore ships will be included from 2027. This statutory news summarizes the current information on EU ETS.
New statutory requirements entered into force on 1 January 2023. From this date, it is mandatory for all ships to calculate their attained Energy Efficiency Existing Ship Index (EEXI), to measure their energy efficiency, and to start collecting data to report their annual operational Carbon Intensity Indicator (CII) and CII rating. This statutory news summarizes the two regulations.
The 79th session of the IMO’s Marine Environment Protection Committee (MEPC 79) was held from 12 to 16 December 2022. Highlights include the adoption of a Sulphur Emission Control Area (SECA) in the Mediterranean Sea from 1 May 2025 as well as further discussions on the revision of the IMO GHG Strategy scheduled for 2023 and future technical and market-based measures.
DNV has updated the DCS reporting scheme to apply CII correction factors and voyage adjustments starting from 2023. Also, DNV has improved the functionalities to report activities out-of-MRV-scope; these are activities not serving the purpose of transporting cargo or passengers for commercial purposes. This statutory news explains how these new measures work.
The 78th session of the IMO’s Marine Environment Protection Committee (MEPC 78) was held remotely from 6 to 10 June 2022. Highlights included the finalization of technical guidelines for the upcoming EEXI, CII and SEEMP regulations; approval of a proposal for a sulphur emission control area (SECA) in the Mediterranean Sea; and further discussions on the revision of the IMO GHG Strategy scheduled for 2023, and future technical and market-based measures.
The updated MEPC.340(77) 2021 Guidelines for Exhaust Gas Cleaning Systems was adopted in November 2021, and shipowners and manufacturers operating or designing EGCSs (exhaust gas cleaning systems) will need to meet some modified requirements. A summary of the most relevant changes is presented in this statutory news.
Since 2019 ships of 5,000 GT and above have been reporting their fuel oil consumption data mandated by the IMO DCS. From 2023, cargo, cruise and RoPax ships must calculate CII with a required rating of C or better. This means some ships will have to improve their carbon intensity. A verified Ship Operational Carbon Intensity Plan, or SEEMP Part III, is to be kept on board from 1 January 2023 to document how you plan to achieve your CII targets. This statutory news provides an update on the SEEMP Part III and recommends next steps.
Some important milestones for the EU MRV and IMO DCS are coming up in the first half of 2022. This statutory news contains some recommendations relevant to both regulations.
The 77th session of the IMO’s Marine Environment Protection Committee (MEPC 77) was held remotely from 22 to 26 November 2021. Highlights include recognition of the need to strengthen the ambitions in the IMO GHG Strategy, adoption of a resolution urging for the use of distillates or other cleaner fuels or technologies to reduce emission of black carbon in or near the Arctic, and revised guidelines on exhaust gas cleaning systems.
The monitoring, reporting and verification of CO2 emissions from voyages according to the UK MRV commences 1 January 2022. For DNV’s EU MRV customers, this implies virtually no additional efforts. This statutory news explains what you need to know about the upcoming UK MRV.
