The online version of IMO-Vega is extended with interim versions of consolidated regulations and resolutions which were amended or introduced by MSC 104 (October 2021) and by MEPC 77 (November 2021), and by new circulars updated since last release.

Relevant for Design offices, shipyards, suppliers, owners/managers, flag states of all ship types.


The IMO-Vega database

IMO-Vega is a searchable database of the regulation text of the SOLAS, MARPOL, Load Line conventions and other conventions, and codes such as ISM, ISPS, 2000 HSC Code, IBC Code, and much more.

The IMO-Vega Database, developed by the International Maritime Organization (IMO) and DNV AS, puts all the necessary information on safety and pollution prevention requirements applicable to ships at your fingertips.

IMO-Vega has been updated with PDF documents in which the latest amendments of main instruments have been marked. Further, new or amended independent guidelines, performance standards etc. issued as resolutions have been added. These PDF files will be available until the next version of IMO-Vega is released in May, when the PDF documents will be replaced by a regular update.

The instruments amended by MSC.104 include Load Lines (88), Mandatory Code; IGC. Further, the amended performance standards for S-VDRs and for VDRs. These performance standards can be viewed from Contents > Resolutions > MSC Resolutions.

Also three resolutions (i.a. one new guideline) adopted by MEPC.77 are presented. These can be viewed from Contents > Resolutions > MEPC Resolutions. MEPC 77 did not adopt amendments of any instruments.

Further, new or revised circulars as published since last release (November 2021) are presented in PDF. These include MSC.1, MEPC.1 and MEPC.2 circulars as well as Other circulars; BWM, LEG, SN, TC. These can be viewed from Contents > Circulars > MSC/Circs, MEPC/Circs. or Other Circs, respectively.

IMO Sub-Committee on Ships Systems and Equipment (SSE 9)

The 9th session of the IMO’s Sub-Committee on Ship Systems and Equipment (SSE 9) was held from 27 February to 3 March 2023. SSE 9 finalized the draft of new SOLAS requirements to minimize the incidence and consequences of fires on Ro-Ro passenger ships, and to require ventilation of totally enclosed lifeboats. The revision of the Code of Safety for Diving Systems to enhance the safety of divers in fixed and portable diving systems was completed, and the draft of the new interim guidelines on safe operation of onshore power supply services in ports was agreed.

IMO Sub-committee On Ship Design And Construction (SDC 9)

The 9th session of the IMO’s Sub-Committee on Ship Design and Construction (SDC 9) was held from 23 to 27 January. SDC 9 agreed to extend the requirements for on-board emergency towing devices to all ships over 20,000 gross tonnage to reduce the risk of drifting and grounding in case of an emergency. A revision of the interim explanatory notes to the Safe Return to Port requirements were initiated, intending to improve unified implementation of the concept that passenger ships shall be able to return safely to port after a fire or flooding casualty.

EU ETS: Preliminary agreement to include shipping in the EU’s Emission Trading System from 2024

The EU’s legislative bodies have reached an agreement on including shipping in its Emission Trading System (EU ETS). Subject to final adoption, ships above 5000 GT transporting cargo or passengers for commercial purposes in the EU will be required to acquire and surrender emission allowances for their CO2 emissions from 2024. Offshore ships will be included from 2027. This statutory news summarizes the current information on EU ETS.
